How to read these pages

• The legal term matters. No state writes “electric scooter” into its code. Each uses its own term of art, and the rules apply only to devices meeting that definition.
• Speed figures mean two different things. Some states cap the rider; others cap what the machine may be capable of, which decides whether it counts as the defined device at all.
• “Not specified in state law” is a real answer. It means we read the cited sections and found nothing on that point — not that the activity is allowed.
• Local ordinances override nothing but add plenty. A city can be stricter than the state on almost every row.
